In the year 2029, the barriers of our world have been broken down by the net and by cybernetics, but this brings new vulnerability to humans in the form of brain-hacking. When a highly-wanted hacker known as 'The Puppetmaster' begins involving them in politics, Section 9, a group of cybernetically enhanced cops, are called in to investigate and stop the Puppetmaster.
O poliţistă cyborg şi partenerul ei pornesc o vânătoare a unui hacker misterios şi puternic numit Păpuşarul (The Pupper Master). În anul 2029 întreaga lume este conectată la o reţea globală. Tokyo este oraşul care deţine un departament special pentru securitatea acestei reţele, numit Secţiunea 9 (Section 9). Acest departament s-a angajat în vânarea unui hacker numit Maestrul Păpuşar (Puppet Master). Maiorul Motoko Kusanagi, un ofiţer cyborg, devine personaluj central în această poveste plină de suspans şi inflectiuni pshiologice. Maestrul Păpuşilor sparge minţile umane şi le lasă cu amintiri false. Maiorul, pe parcursul investigaţiei, îşi pune întrebări despre propria existenţă duală (suflet şi maşină) şi îşi dă seama că poate afla mai multe în urma acestui caz.
